The Special Military Operation (SMO) in Ukraine from a Public Diplomacy approach

Abstract

At the beginning of 2023, Russia initiated a special military operation under the arguments of demilitarization and denazification of Ukraine, as elements that prevent the process of Russification of the post-Soviet space. On the side of international law, Russia unilaterally contravened the 1994 Budapest Memorandum on the denuclearization of Ukraine in exchange for the inviolability of its borders. The objective of the essay is to link the concept of public diplomacy with the narrative of interpretation of the environment
of the two states in conflict and the international positioning of the main actors involved in it’s first anniversary. The intervention has moved from a local situation to a global challenge whose relevance lies in the fact that the agricultural and mineral wealth of the area has repercussions on supply chains, displacement of civilians and what is emerging as the foundations of a new global power structure in the information age.
