The present study aimed to identify the profile of use and access of higher secondary education teachers to Information and Communication Technologies, as well as the strategies for the teaching-learning process, mediated by technologies and the teacher’s perception of the use and access of ICT by students; a case study of Cobach 28 of San Luis Potosí. The approach was quantitative with descriptive scope, having as an instrument the questionnaire, with which a census was applied to the teachers of the campus. The results show that ICTs were a fundamental tool for teachers; however, at the beginning there were deficiencies and obstacles in terms of competencies, equipment, platforms and Internet access. The same happened with the students, who from the teacher’s point of view did not have what was necessary for the educational strategies implemented, specifically equipment and connectivity.
